University of Wisconsin System The State of Wisconsin recently conducted a Prevention of Significant Deterioration (PSD) "Lookback Study" for state coal-fired heating plants. Based on a review of the Study, the state Department of Natural Resources (DNR) believed that some historical projects at these campused required PSD permits and those plants were in violation. An initial task to be accomplished is to identify the technical and legal reasons provided by the DNR and other groups and then to independently review the rules and statutes that have jurisdiction over these projects. This process also includes a due diligence effort to recent research and relevant findings in similar facilities in Wisconsin and outside the state. The University requested Sebesta Blomberg perform an assessment of the condition and capacity of the heaing plants in question as well as a long-term projection of capital and operating costs. Several scenarios will be developed to analyze costs and risks with strategies that range from improving current assets to achieve compliant staus, by modifying or constructing boilers to combust biomass or natural gas, or by the installation of cogeneration at selected sites. Financial analyses are being conducted to develop a business plan and timeline for moving these facilities toward compliance with the DNR and other jurisdictions that is fiscally Boiler MACT, which was finalized by EPA in January. The study is scheduled to be complete by the middle of 2011. |
