University of Massachusetts, Energy Procurement Strategy – Amherst, MA 
Sebesta Blomberg developed a fuel and energy procurement strategy to support the anticipated operation of a cogeneration plant. Specific activities included quantifying the maximum fuel demand, projecting commodity energy prices, forecasting transportation and distribution charges for expected annual fuel deliveries and estimating of costs for constructing alternative fuel delivery infrastructure to the cogeneration plant.
